In just four hours after his inauguration in June 30, 2016, the Duterte administration saw the first victim of its war against drugs. A high profile drug personality named Karlvin Chavez Licong, 27, was killed in an anti-drug operation in Tagbilaran City. He was said to be a drug lord in the city. 

According to the report, the police were already monitoring the whereabouts of the target before he was subjected to a buy-bust operation. They recovered sachets of shabu amounting to P300,000 along with firearms and drug paraphernalia.

This death was one of the many deaths in the early days of the war on drugs which also marked the start of the imminent horrors of deaths among thousands of alleged drug suspects in the duration of the Duterte administration.
